I just purchased a 99 jetta wolfsberg edition, the blinkers/flashers don't work and i noticed a number 21 relay was not in the fuse panel. Could this be the relay for blinkers? Also the car doesn't turn over right away it makes a quick light buzz sound when i turn it over hesitates slightly then starts. IF anyone can give me any helpful info that'd be great.
