If your car actually has one... it should be on the passenger side either in the glove box or in the back of the hood, under the windshield wipers... I have a 2000 so its different but I had to unscrew 4 torx screws holding on the plastic molding that sits right under the passenger wiper to get to it

On my 89 Jetta i get this weird smell

Ya, i also have a 89'. if you do have one, its right under the wipers like jetterbugkt said.
