what is a wolfsburg ?

i know in mkIII's they have a lot of the options the higher model(glx has) such as sideskirts, smoked tails, and sunroof. Id imagine a mkIV is something similar. Also mkII's and some mkIII's that ave the wolfsburg logo were actually made in germany and not mexico
