I need some help.

My 98 jetta has seized brakes (I think) because you can pull the parking brake lever and it will do about 6 clicks without offering any resistance, plus the car will continue to roll on the incline of my driveway (which isn't that inclined!!). Finally, I did some inspection and my rotors are rusted as if the pads never touch them when braking.

The car brakes fine when cruising but when I'm driving fast and nees to stop now, it takes longer than usual to get to a dead stop.

Do I need to just buy the rebuild kit (seals, boots & piston) and do it my self? Or do I have to buy the caliper assemblies and just replace them altogether? Some people tell me once the brakes are siezed it is better to replace the whole thing.

Any suggestions??
