Start, RPM's High

Whenever I start my 99.5 Jetta 2.0L the rpms sky rocket to right around 3 then slowly work their way down to about 2 and hang out there till i start driving then go back down to somewhat normal... Anyone have any ideas... And whats the normal idling for a 99.5 Jetta 2.0L 5 speed...
