That whirring (& clicking) noise you're hearing is a common VW trait, and nothing to worry about. Your Jetta isn't equipped with a ride leveler... The sound you hear is your fuel pump priming your system before startup. It'll happen when the drivers door is opened, after a certain amount of time spent parked/off. Also, after you start the car (depending on outside temperature), after starting it, you may also notice a noise that sounds like a jet engine with marbles in it - also normal. The second noise is the air pump delivering extra air (there is additional fuel as well) to the catalytic converter, heating it to operating temp for more efficient operation. It will subside in about 30 sec, when idling RPMs drop to the normal 800 range, and is another VW SOP. Both of these are describred in your owners manual, which is pretty interesting reading... (I'm not trying to bust your chops, it is actually a useful manual, and I still find useful tidbits in mine - & think the manual is cool, so...) [teacher]
